Who it is intended for
The wording on the official government website is precise: the permit may be granted to a foreigner who is employed or works electronically for a foreign company, or for their own company that is not registered in Montenegro.
The last condition matters more than it might seem. Your own company qualifies, but only if it is registered outside Montenegro. Opening a local firm closes off this route — for locally registered businesses, different permits apply, with their own rules.
The justification is supported by a document: an employment contract or another document proving that the person performs work electronically for a foreign company or for their own company not registered in Montenegro.
- Work is performed electronically
- The client or employer is a foreign company
- Your own company qualifies provided it is not registered in Montenegro
- The grounds are supported by a contract or equivalent document
Two years plus two — and a six-month gap
The permit is issued for up to two years and may be extended by a maximum of two more years. The maximum continuous period under this basis is therefore four years.
What follows is the provision that makes this route a dead end for anyone planning to stay: a new permit may only be issued six months after the previous digital nomad permit has expired.
Combine this with the fact that permanent residency is built up over years of uninterrupted status, and it becomes clear that a nomad-based permit alone will never get you there. Four years accumulate, a six-month gap breaks the chain, and the count starts over.
This points to one practical conclusion: if the goal is to stay, the basis must be changed before the four years run out, not after. Switching basis without a break in status is a separate exercise in timing — and it needs to be done well in advance.
| Stage | Duration |
|---|---|
| Initial permit | up to 2 years |
| Renewal | up to 2 more years |
| Maximum continuous period | 4 years |
| Gap before a new permit | 6 months from the expiry date of the previous permit |
Procedure timelines
The application is submitted in person at the relevant ministry office at the place of stay, using a prescribed form; at the time of submission, a photograph is taken along with two fingerprints and a digitized handwritten signature.
A decision is made within forty days of a correctly filed application. The caveat about ’correctly filed’ means the same thing it always does: the clock starts from the date of a proper submission.
There is an important protection on entry: a foreigner who has filed a proper application for a permit before the expiry of their ninety-day stay is entitled to remain in Montenegro until a decision is made. In other words, someone who manages to apply within their first ninety days does not fall out of legal status while the ministry considers the case.
The extension application is also submitted in person and no later than thirty days before the permit expires. This is a firm deadline, not a guideline.
- Filing in person, with a photograph, fingerprints, and a digitized signature
- Decision — 40 days from a correctly filed application
- Filing before the 90-day deadline entitles you to remain in the country until a decision is made
- Renewal — no later than 30 days before expiry
What is attached to the application
The package is common to all temporary residence permits, with one additional document required for the specific ground.
General requirements: sufficient funds for support, secured accommodation, health insurance, a valid foreign passport or another country’s identity document — valid for at least three months beyond the requested period of stay — and a certificate confirming that in the country of origin the person has not been sentenced to unconditional imprisonment of more than six months for a publicly prosecutable offence, or that the legal consequences of any such conviction have been spent.
The special section is the actual proof of eligibility: an employment contract or other document confirming remote work for a foreign company or a non-Montenegrin company of your own.
Note the passport rule: three months beyond the requested period. When applying for two years, the passport must be valid for at least two years and three months — which in practice limits how long a stay you can request at all.

Frequently asked questions
How long is a nomad residence permit issued for in Montenegro?
Up to two years, with a maximum extension of two more years. The maximum continuous period under this basis is four years.
What is the six-month break?
A new digital nomad permit may only be issued once six months have passed since the previous one expired. That mandatory gap breaks continuity of status and makes this route a dead end for anyone counting on an indefinite stay.
Can my own company qualify?
Yes, if it is not registered in Montenegro. The basis explicitly assumes working for a foreign company or for your own company not registered in the country.
How long does a decision take?
Forty days from the date of a correctly submitted application. If the application is submitted before the expiry of the ninety-day stay, you are entitled to remain in the country until a decision is issued.
When should you apply for renewal?
In person, no later than thirty days before the current permit expires.
What must the remaining passport validity be?
At least three months longer than the period of stay being requested. This rule also effectively limits how long a stay it makes sense to apply for.
