Programme requirements
Property threshold — 400,000 $, calculated not on the contract price but on a certified appraisal report. The threshold was raised from 250,000 $ in 2022 and is today the key figure of the programme. The property — or several properties combined — must be purchased from a Turkish citizen or company, paid through a bank with a currency conversion certificate, and the title deed (tapu) must include a notation prohibiting sale for three years.
Alternative routes follow the same three-year holding logic: a deposit in a Turkish bank, purchase of investment fund units, investment in a company’s share capital, or job creation. Their thresholds are higher than the property threshold, and they are usually chosen by those who do not want to own Turkish real estate.
- The valuation is carried out by a licensed company — their report is the basis for the threshold
- Payment goes through a bank; a currency conversion certificate is required
- The seller must be a Turkish citizen or a Turkish company; transactions between foreign nationals do not qualify.
- A three-year sales restriction is entered in the title deed at registration
- Citizenship is granted to the applicant, spouse, and children under 18
The process: from assessment to passport
The property and seller are verified, followed by a certified valuation. After the transaction and the entry in the tapu, an application is submitted for a conformity certificate confirming that the investment was made in accordance with programme rules. This certificate is used to obtain the investor residence permit, after which the citizenship application itself is filed.
Processing times depend on the authorities’ workload and we make no promises about them. What we do promise is to tell you at every step where the case stands and what it is waiting for.
- Property check: title (tapu) clarity, prior transactions, compliance with programme requirements
- Certified appraisal and transaction with bank transfer
- A three-year sales restriction noted in the title deed
- Investment compliance certificate
- Investor residence permit, then citizenship application and passport
Where people lose money here
The programme is structured so that the price on paper matters more than the market price — and an entire industry has grown up around that fact. Developers maintain separate ’investment’ price lists: the same apartment that a local buyer can purchase for significantly less is sold to a foreign buyer at exactly the programme threshold. Everything is technically legal, but economically the buyer overpays and, after three years, cannot exit the property without a loss.
The second risk is the valuation. A report stretched to meet the threshold puts not the transaction but the application itself at risk: if the authority disagrees with the valuation, the money has already been paid and there is no certificate of conformity to show for it.
Third — the property’s history. The programme places restrictions on reusing the same property to obtain citizenship; buying such a property may mean it works perfectly well as a home but does not qualify as an investment.
What a passport gives you and what it doesn’t
- Turkey permits dual citizenship — renouncing your previous one is not required
- The visa-free reach of a Turkish passport is considerably broader than a Russian one, but it does not include the Schengen area
- Citizenship grants access to the special E-2 visa for Turkish citizens in the US — a separate procedure with its own requirements
- Tax residency does not arise automatically: it is determined by where you live, not by your passport
- The obligation to hold the asset for three years remains after the passport is issued — selling before that deadline has consequences
Turkish citizenship by investment
- Property and seller check: compliance with programme requirements and transaction history
- Appraisal review — to ensure the report holds up to the authority’s scrutiny, not just barely meets the threshold
- Transaction support, bank currency conversion and tapu annotation
- Application for an investment compliance certificate
- Investor residence permit and citizenship application for the whole family
- Analysis of the tax implications before the transaction, not after

Frequently asked questions
How much do you need to invest for Turkish citizenship in 2026?
Real estate — from $400,000 based on a certified appraisal report, with a commitment not to sell the property for three years. Alternatives exist: a bank deposit, investment fund units, or a contribution to a company’s share capital — also for a three-year term. The threshold is set by a sub-statutory act and has already been revised, so it should be verified before any transaction.
Do you need to live in Turkey to obtain citizenship by investment?
No, there is no residency requirement under this programme — that is precisely what distinguishes it from naturalisation, which requires five years of continuous residence.
Can you keep your Russian citizenship?
Turkey permits dual citizenship and does not require you to renounce your previous one. The obligation to notify your country of previous citizenship of a second passport remains yours — it is worth factoring that in early.
Will the whole family obtain citizenship?
The applicant, spouse, and children under eighteen. Adult children and parents are not included in the application — they require separate grounds.
What happens if the property is sold before three years?
The retention obligation is recorded as a note in the tapu, and selling early violates the condition under which citizenship was granted. Any exit from the property should be planned after the three-year period has elapsed.
Does a Turkish passport allow visa-free entry to Schengen?
No. A Turkish passport significantly broadens visa-free options, but Schengen countries are not among them — a visa is required.
