When to apply: a sixty-day window
The Directorate of Migration states the rule in a single sentence: a renewal application may be submitted starting sixty days before the ikamet expires, and in any case before it has expired. In other words, there is exactly one window — the final two months of the card’s validity. The system will not accept an application earlier, and submitting late is not an option: remaining in the country after the card expires constitutes a violation, with all the consequences that entails, including a fine and the risk of an entry ban.
The practical rule is simple: set your reminder not for the day the window opens, but two to three weeks earlier. Within those sixty days you need to renew your insurance, reissue the rental agreement if necessary, and secure an appointment — and in peak season, appointment slots fill up fast, consuming the window while you wait.
If your appointment has been scheduled for a date after your ikamet expires, this is not a violation: the directorate explicitly clarifies that a foreign national whose visa or ikamet expires before their appointment date is permitted to remain in the country until that appointment — the submitted application form serves as the basis. However, failing to appear for the appointment means the application will not be processed, and the question of a status violation then becomes a serious one.
What they look at on renewal
- A valid address: the neighbourhood must remain eligible for your registration
- Health insurance covering the entire new period being applied for
- Tenancy agreement or tapu — with current dates, not last year’s
- Stay history: any overstays, fines or violations
- Basis: it must remain valid — a sold apartment or completed studies no longer qualify as a basis
Change of address: twenty working days and the difference between moving within a province and moving to another
Moving within Turkey is not a minor errand — it is a time-sensitive event. Your ikamet is tied to your registered address: the card is delivered there, and that is where you are officially recorded. An undeclared change of address tends to surface at renewal, and you then have to explain it after the fact.
The deadline is the same in both cases — twenty working days — but the required actions differ, and confusing them is costly. If you move within the same province, it is enough to notify the provincial migration authority; no new card is issued and the existing one remains valid. If you move to a different province, that is not enough: you must apply for a new ikamet at your new address. If the ikamet type does not change, a new card will be issued and you will not have to pay again for a period you have already paid for.
The same applies to changing the basis of your permit: if you were on a student ikamet and have finished your studies, or sold the property on which your status was based, there is nothing to renew — you need to apply on a new basis. The directorate calls this not a renewal but a transition application, and it must be submitted as such. It is better to plan this before your card expires, not after.
If you were refused
At renewal stage, a refusal means your legal stay ends with your current card — and there is little time to think. The first step is always the same: read the reason code in the decision. The second is to remember the rule that closes the most obvious escape route: after a refusal, an application with the same purpose of stay is not accepted for six months. Applying under a different purpose is possible, but only while your legal period is still running — and at renewal stage it ends on the date printed on the card.
This means a decision is made not ’at some point’ but within those same days. What remains is an appeal to the administrative court: the general deadline is sixty days from the date the decision is served. The law provides the guarantee ’not deported while proceedings are ongoing’ separately and only for deportation orders — no such provision exists in the article on residence permit refusals. Proceed accordingly: the time limit for filing a claim is longer than the remainder of your lawful stay.
Entry-ban codes are a separate matter: they appear after violations and are lifted through their own procedure. Cases like these are handled by a lawyer, and the cost depends on the situation rather than a fixed rate — promising to resolve it for a set fee would not be honest.
Why building up your residency period matters
Years of lawful residence are an asset. Five years of continuous residence opens the possibility of applying for citizenship by naturalisation; the decision rests with the state, but without the track record the conversation cannot happen at all. A long-term residence permit also exists for those who have lived in the country for many years — the requirements are stricter, and the practice varies across different ikamet categories, so counting on an automatic transition is not advisable.
This leads to a practical conclusion: gaps in status are more costly than they appear. A missed renewal resets continuity, and the count starts over — even if you were actually living in Turkey the entire time.
Ikamet renewal
- Checking that the address and grounds are still valid for renewal
- Reminders about the filing window and tracking insurance and contract dates
- Completing the application form and booking an appointment in your province
- Support through to collection of the new card
- If the grounds have changed — finding new ones and applying under them
- Analysis of the refusal: reason code, appeal route, or re-application route

Frequently asked questions
How many days in advance should you apply to renew your ikamet?
The window opens sixty days before the ikamet expires — as the migration authority puts it — and the application must be submitted within that window, in any case before the card expires. The system will not accept an application submitted earlier, and staying on after expiry constitutes a violation. Preparation should begin before the window opens: within those sixty days you need to renew your insurance, update your contract, and obtain an appointment date.
The appointment was scheduled after my ikamet expires. Is that a violation?
No. The migration authority states explicitly: if a visa or ikamet expires before the appointment date, remaining in the country until that appointment is permitted, on the basis of the submitted application form. What is risky is not a late appointment date but failing to show up: in that case, the application is not processed.
Can a renewal be refused if the first ikamet was granted?
Yes. Renewal is assessed afresh: the address, insurance, continued validity of the underlying basis, and residence history are all reviewed. A common situation is that the district is no longer eligible for registration, or the basis has lapsed — for example, the property has been sold.
What happens if the ikamet expires?
A fine for unlawful stay accrues and grows over time, and there is a risk of an entry restriction code being added. This situation needs to be resolved before you leave the country — once you have left, the options are much more limited.
Do you need to notify the authorities of a change of address?
Yes, and the deadline is twenty working days. Within the same province it is sufficient to notify the migration office: no new card is issued and the current one remains valid. When moving to another province, notification alone is not enough — within the same twenty working days you must apply for a new ikamet at the new address; if the type of ikamet does not change, you will not have to pay again for the period already covered.
Renewal denied. Can you reapply?
For the same purpose of stay — only six months after the refusal; leaving the country does not reset this period, as it is counted from the date of the decision. Applying for a different purpose is possible, but only while your legal period of stay is still running — on an extension, it ends on the date shown on the card. A parallel route is administrative court: the general deadline is sixty days from the date the decision is served.
How many years of ikamet do you need for citizenship?
Five years of continuous lawful residence entitles a person to apply for citizenship by naturalisation; the decision rests with the state. For spouses of Turkish citizens the period is three years of marriage. Any gap in status resets the continuity clock.
