Ikamet — residence permit in Turkey

Short-term ikamet (kısa dönem ikamet) in Turkey: who can apply, what documents are required, why you need a tax number and a notarised tenancy agreement, why applications are rejected over the address, and what to do if refused.

An ikamet is a Turkish residence permit. The most common type for newcomers is the short-term permit (kısa dönem), issued on the basis of a rental agreement, property ownership, study, or family ties. Applications are submitted online through the e-ikamet system, followed by an in-person appointment at the provincial migration office. What determines the outcome is not the document package but the address: if the mahalle is closed to foreign registration, the application will be rejected even with a perfectly assembled file.

What an ikamet is and what it doesn’t give you

Ikamet is the permit that allows you to stay in Turkey beyond the visa-free period. It does not grant the right to work: a work permit (çalışma izni) is arranged separately by the employer and is a different procedure with different requirements. Ikamet also does not provide an automatic path to citizenship — it builds up residency, which counts toward naturalisation from five years of continuous stay.

A short-term ikamet is issued for up to two years, but in practice the first card is most often valid for one year, and tourist-basis permits are sometimes issued for shorter periods. The decision rests with the provincial migration authority, which has broad discretion here.

  • An ikamet ≠ a work permit: it does not allow you to work
  • Each family member submits their own application; children also need a separate card
  • The ground is selected to match your situation: rental, ownership, study, family
  • The passport must remain valid beyond the requested period — usually with a margin of 60 days

Restricted areas — the most common reason for refusal

Since 2022, Turkey has restricted the registration of foreign nationals by neighbourhood: if the share of foreigners in a mahalle exceeds the established threshold, new applications listing an address in that neighbourhood are not accepted. The lists are maintained by the Ministry of Interior and are updated regularly — neighbourhoods are closed and sometimes reopened.

The practical takeaway is simple: check the address before signing a lease or paying a deposit. Someone who rents a place for a year and then discovers that address is ineligible for a residence permit loses both money and time — the contract is already signed, and there is nothing to apply with.

There is no list of restricted neighbourhoods on this page — and there will not be oneIt changes without notice, and a list published six months ago is more dangerous than no list at all: someone checks an address against an outdated table and signs a contract. Only a check run on the date of your application is current — and that is exactly what we do.

Documents: what is actually collected

  • e-ikamet application form with appointment date and biometric photographs
  • International passport and a notarised translation if required by the province
  • Proof of address: a notarised rental agreement or tapu for your own property
  • Health insurance from a Turkish insurer for the full duration of the ikamet
  • Tax number (vergi numarası) — also required for paying fees and opening a bank account
  • Receipts for payment of the fee and the card cost
  • Proof of means of subsistence — the required amount depends on the province
A notarised lease agreement is not a formalityA standard printed and signed contract with the landlord is not accepted in most provinces: you need a notarised agreement and the owner’s written consent to register. These are separate costs and a separate arrangement with the landlord — better to know this before moving in.

Steps to take

First — a tax number and an address: without them the application cannot be assembled. Then comes the e-ikamet form, where the system automatically schedules an appointment; you must attend in person, with original documents. Once submitted, the card is mailed to the address provided, and the application status is visible in the system.

Official processing times are not fixed and differ noticeably between provinces, so we make no promises: for your province we will tell you what we see on current live cases, not an average figure from the internet.

  • A tax number is free and can be obtained online — you do not need to pay an intermediary for it
  • The system assigns the appointment date; in peak season, available slots are booked far in advance
  • A change of address after filing requires notification within twenty working days, and moving to another province requires a new application there
  • At the appointment, originals are checked: an incomplete set means a new appointment, not ’you can bring the rest later’

If a refusal has arrived

A refusal comes with a reason code, and the code determines what to do next. But there is one rule that applies regardless of the code — and that most people learn about too late: after a refusal, you cannot apply for the same purpose of stay for six months. This is stated explicitly in the official FAQ section of the migration authority. Applying for a different purpose is allowed — but only while your legal period of stay has not yet expired.

This leads to a practical conclusion that is the opposite of the common advice to simply reapply with a different address: if the refusal was issued on a tourist basis, a second attempt on the same basis is closed until the end of the six-month period. The choice narrows to two options — apply on a different basis right now, while the legal period of stay is still running, or appeal.

Entry restriction codes (tahdit) — imposed for overstaying or other violations — are a separate matter. They cannot be removed by a simple request; a formal procedure is required, and sometimes an outstanding fine must be paid first. For these cases we work with a lawyer rather than a fixed price list: the fee is calculated based on the situation.

If the deadline has already been missed, the situation must be addressed before leaving the country, not after: options become far more limited from abroad.

Frequently asked questions

Can you apply for an ikamet while in Turkey on a tourist entry?

Yes, a short-term ikamet is applied for from within the country — that is the standard scenario. The key is to apply before the permitted stay expires: overstaying means a fine and the risk of an entry ban, and approval chances drop sharply afterward.

Why is a tourist ikamet refused?

The most common reason is an address in a district closed to foreign registration. After that come problems with insurance and the lease agreement, insufficient proof of funds, and previous overstays. The reason code is stated in the decision, and it determines whether to reapply or appeal.

Ikamet denied — when can you reapply?

For the same purpose of stay — after six months: this is the rule the migration authority publishes in its guidance. Applying for a different purpose is possible immediately, but only while your legal period of stay is still running. To appeal a refusal in administrative court, you have sixty days from the date the decision is served; for a deportation order, the deadline is different — seven days.

Can you work on an ikamet?

No. Working requires a separate work permit (çalışma izni), which the employer must apply for. Turkish companies are also subject to a quota on the ratio of Turkish employees to foreign ones, so the idea of ’I’ll register a company and issue myself a permit’ does not work in all cases — this needs to be calculated in advance.

Do you need a Turkish bank account for an ikamet?

Formally a bank account is not part of the mandatory document set, but proof of funds is routinely requested, and without a Turkish bank account it is simply inconvenient to live and pay for insurance and utilities. An account is opened with a tax number and passport; requirements vary by bank.

Does an ikamet lead to Turkish citizenship?

Not on its own. Naturalisation is possible after five years of continuous lawful residence, and the decision remains at the state’s discretion. There are also separate pathways: via marriage — after three years of marriage to a Turkish citizen — and citizenship by investment, where a residence period is not required.

In briefIn the ikamet process, what matters is not the thickness of your file but the address: the neighbourhood must be open for foreign registration on the date of application. Check the address before signing a lease or paying a deposit, prepare a notarised contract and Turkish health insurance, and if you receive a refusal, do not rush to reapply: filing again for the same purpose is blocked for six months.
